Regular Meetings (Online Meetings Will Be Possible Starting in Fiscal Year 2025)

On March 12, 2025, the Immigration Services Agency’s website released changes to the method of periodic interviews for Specified Skilled Workers.

Until now, periodic interviews with Specified Skilled Workers have been conducted face-to-face, but starting from April 1, 2025, online interviews will also be possible.

However, there are also points to be aware of when conducting online interviews. It is necessary to operate with consideration for the human rights protection of the Specified Skilled Workers.

For periodic interviews, which have previously been conducted through face-to-face conversations, online interviews will now be possible within certain rules.

The overview of the rules for their use is as follows:

  • The person being interviewed must consent to the online interview.
    • → A revised sample format will be used in the support plan to confirm the consent of the Specified Skilled Worker.
  • If the person being interviewed does not consent, or if they wish to have a face-to-face interview (even if they have previously consented), a face-to-face interview must be conducted.
  • The online interview must be recorded and stored for a certain period (at least one year from the date the Specified Skilled Worker employment contract ends), and you must comply if the Regional Immigration Services Bureau requests to view the recording.
  • If, as a result of the online interview, there are suspected problems with the Type 1 Specified Skilled Worker’s job duties, treatment, or protection, or if a third party is suspected of intervening in the interview, a face-to-face interview must be conducted again.

When conducting an online interview, please keep the following points in mind:

① To build a good relationship with the person being interviewed, it is recommended that the first interview after their arrival and the first interview after a change in the interviewer be conducted face-to-face.

② Even when using online interviews, it is recommended to conduct a face-to-face interview at least once a year.

③ When conducting an online interview, confirm that there is no one else around the person being interviewed and that they are speaking without being influenced by a third party. To do this:

  • Before starting, ask the person being interviewed to show the entire room to confirm no one else is there.
  • Before starting, confirm that the person being interviewed is not wearing earphones and does not have another monitor or microphone.
  • Ask the person being interviewed to speak while facing the front (camera).
  • If there are any suspicious points, contact the person being interviewed individually after the interview to confirm the situation at the time.

Instead of repeating the same questions every time, check on the person being interviewed by changing the order of the questions or the way you ask them. And so on.
