Here are the steps to get designated as a service provider in Tokyo:
This website is the primary source of information from the Tokyo government. It’s highly recommended that you save it to your bookmarks and check it frequently.
You must apply and attend this meeting hosted by the Tokyo Metropolitan Government.
(Note: If you want to be designated on the 1st of August, September, October, or November, you must attend the April information session.)
To allow ample time for pre-consultation, you should, in principle, consult with your local municipality after attending the information session and at least four months before your desired designation month. After consulting, fill out the attached preliminary survey form, submit it to your local municipality, and then send it to the Tokyo Metropolitan Government. Following this, visit the Tokyo government office for a pre-consultation.
Please note: If the survey form is incomplete or missing information, a consultation may be refused because a proper interview can’t be conducted. You must make a reservation by phone for the in-person consultation. The staff member in charge is often away for consultations or business trips, so they cannot assist you without an appointment. Your cooperation is appreciated.
You must confirm with the Tokyo Metropolitan Government that your property and staff meet all the necessary requirements. If you are renting a property, be sure to consult with them about the floor plan and other details before signing a lease. Please be aware that if your property or staff do not meet the requirements, you cannot be designated.
You must submit your application documents by two months before your desired designation month. If the interior of your property requires construction, it must be completed by this deadline. During the document submission, a manager and the Child Development Support Coordinator will also be interviewed, so they must be present.
The Tokyo Metropolitan Government will conduct an on-site inspection in the month before your desired designation month.
If there are no issues, your designation will be granted on the 1st of your desired month.
Note: If there are any issues with your staff or facilities, you may not be designated in your desired month. All of the above information is from the “Tokyo Hō-Dei and Jihitsu Application Manual, revised April 1, 2021.”
