Q9. Can an external board member be unpaid?
A9. Compensation is to be determined by mutual agreement between both parties, and there are no special provisions regarding it in the Technical Intern Training Act.
Q10. Is an external auditor required to accompany the supervising organization on audits to all of its subordinate implementing organizations?
A10. An external auditor is not an officer or staff member of the supervising organization and does not engage in the auditing work conducted by the supervising organization. They are required to accompany the supervising organization to each business location conducting the supervision business at least once a year, but they are not required to accompany them to all subordinate implementing organizations.
Q11. When will the external board member training and external auditor training be held?
A11. The Ministry of Health, Labour and Welfare is currently recruiting organizations to conduct the training on its website. After the training organizations are certified, the schedule and other details will be announced sequentially on the websites of the Organization for Technical Intern Training, the Ministry of Justice, and the Ministry of Health, Labour and Welfare.
Q12. If a member of a supervising organization (cooperative) becomes a board member of the cooperative, is it possible for them to become an external board member?
A12. In principle, a person who is a member of a supervising organization is not allowed to become an external board member. However, a member who is not involved in technical intern training may be able to become an external board member, provided they meet the requirements and do not fall under any disqualifying criteria.
