Flow of Foreigner Employment
STEP 1 The foreign national passes the Specified Skills Exam and the Japanese Language Proficiency Test, or completes Technical Intern Training (ii).

STEP 2 Conclude an employment contract with the foreign national. (※1)
↓
STEP 3 Formulate the foreign national’s support plan. (Provide support in-house, or entrust it to a registered support organization ※1-1)
↓
STEP 4 File an application for a Certificate of Eligibility at the Regional Immigration Services Bureau. (※2)
↓
STEP 5 Receive the Certificate of Eligibility. (After receiving it, the company mails or emails the Certificate of Eligibility to the foreign national.)
↓
STEP 6 The foreign national applies for a visa at the Japanese embassy or consulate in their country of residence.
↓
STEP 7 Receive the visa.
↓
STEP 8 Enter Japan (Arrival).
↓
STEP 9 Start of employment.

You can outsource the implementation of a part of the Specified Skilled Worker (i) support plan to a third party, or outsource the entire implementation to a registered support organization. (When outsourcing a part, the accepting organization must meet the standards for the support system.)
