New Training and Work System (Formerly Technical Intern Training) [Establishment of External Auditors]
In the “Training and Work System,” Supervising and Support Organizations will be required to appoint an “external auditor.” (Expected)
The “Training and Work System” has been newly established to progressively replace the Technical Intern Training Program, with the aim of fostering and securing human resources through employment in specific industrial sectors. Along with this, a new status of residence, “Training and Work,” is expected to begin in 2027, three years from now.
In the organization-supervised Training and Work System, which follows the model of the organization-supervised Technical Intern Training Program, “Supervising and Support Organizations” will be responsible for “mediating the establishment of employment relationships between accepting organizations and foreign nationals, and providing supervisory support for the implementation of the Training and Work program.”
To ensure neutrality and independence from the organizations implementing the Training and Work program, “Supervising and Support Organizations” will be required to appoint an external auditor. Under the current Technical Intern Training Program, external auditor board members of supervising organizations could also perform these external audits, but this is expected to no longer be possible under the new system.
The representative of our office is qualified to be an external auditor.
- Completed the “Supervisory Manager, etc. Training Course” and passed the exam (2024).
- Registered as an administrative scrivener and application agent (Tokyo Gyoseishoshi Lawyers Association).
It is anticipated that the new Training and Work System will involve stricter operation and guidance regarding the permits and supervision of “Supervising and Support Organizations” by administrative authorities compared to the permits and supervision of “supervising organizations” under the current Technical Intern Training Program.
