To get designated as a service provider for children with disabilities, please confirm the following:
1. You must be a corporation.
You cannot get designated as an individual. You must establish a legal entity (a corporation) beforehand.
2. Your articles of incorporation and corporate registration must include the business.
The purpose section of your Articles of Incorporation and Certificate of All Registered Matters must state the business you are applying for. For example, if you are providing After-school Day Service or Child Development Support, your documents must include a phrase like “disability support services for children based on the Child Welfare Act.” You must complete the amendment and registration by the time you apply for designation. This phrasing covers all five types of services under the law: home-visit child development support, child development support, medical child development support, after-school day service, and nursery school visit support.
3. You need start-up and operational funds.
You need to prepare funds for both start-up and operational costs. For example, government subsidies for services are not paid until two months after the service is provided. Therefore, you must have funding for start-up costs (registration fees, office rent, construction costs, equipment purchases, etc.) and operational costs (at least two to three months’ worth of employee salaries, rent, supplies, etc.).
4. You must provide effective support.
Designated providers are required to create a support plan based on the wishes of the child and their guardian, as well as the child’s aptitudes. The provider must then offer appropriate and effective support based on this plan.
5. You must meet ongoing standards.
You must continuously meet the personnel, facility, and operational standards set forth by the prefectural ordinance for each designated service provider.
