Required Positions
- Administrator
- Child Development Support Coordinator
- Staff (Child Counselor or Certified Nursery School Teacher)
Position Details
- Administrator: One must be assigned per office and dedicated to its management. However, if it doesn’t interfere with operations, they can perform other duties at that office or another one on the same site.
- Child Development Support Coordinator: At least one must be assigned per office. Unlike other day services, there are no standards for additional staff based on the number of users. At least one must be a full-time, dedicated employee.
- Child Counselor or Certified Nursery School Teacher: These are individuals capable of providing appropriate guidance to children with disabilities. The total number of these employees must be dedicated solely to providing the service during operating hours, and at least one must be a full-time employee.
- For up to 10 children, at least two staff members are required.
- For more than 10 children, two staff members are required, plus an additional one for every five children or a fraction thereof.

Room Details
- Guidance and Training Room:
- Must be at least 3m² per child for Child Development Support and 4m² per child for After-school Day Service.
- The minimum capacity for both services is 10 children. This means the room must be at least 30m² for Child Development Support and 40m² for After-school Day Service to allow for group activities in a single, open space visible to staff.
- Do not include hallways, entrances, or kitchens in this area calculation.
- Fluorescent lights must have shatter-proof covers, and outlets must have safety covers.
- Curtains must be fire-retardant.
- Lockers or shelves must be secured to prevent tipping.
- For services primarily for children with severe motor and intellectual disabilities, the minimum capacity is 5 children.
- Office (4-5m² or more):
- A separate room is required in principle.
- The door should have a lock to prevent children from entering.
- Care must be taken to prevent the leakage of personal information. If partitioned from other rooms, the divider must be fixed and consider height, safety, and strength.
- A lockable file cabinet must be provided.
- Consultation Room (4-5m² or more):
- A separate room is required in principle to ensure the privacy of the person and content of the consultation. If partitioned, the divider must be fixed and consider height, safety, and strength.
- Toilets:
- The number of toilets must be appropriate for the facility’s capacity.
- The design should accommodate the children’s disabilities.
- Having two or more is preferred.
- They must be for the exclusive use of the facility’s occupants, not shared with the public.
- Washing Facilities:
- Hygiene is a priority.
- Separate facilities for handwashing/gargling, handwashing after using the toilet, and washing cups/utensils must be provided.
